FURTHER ACTION.

Dear Mr. Morse,

As you may have heard from Mr. Sloss, it

was found that, through an oversight, the members of

the Provisional Powers Committee had not

technically been appointed. This matter was put

right on the 15th of November and subsequently

a meeting of Mr. Sloss, Mr. Caine and myself

was held on the 21st of November, in which we

formally adopted and confirmed authorisations given

at previous meetings. The minutes of this.meeting,

therefore, include details of decisions taken on

earlier occasions, and I enclose a copy for your

information.

With yourself and Mr. Sloss no longer here,

it is inappropriate that the Provisional Powers

Committee should continue to meet in London, and

we have proposed to Mr. Sloss, therefore, that, “as

the powers of the Committee may be exercised at a

meeting at which two members are present any

further meetings of the Committee which may be

necessary should take place in Hong Kong.

I hope that Mrs. Morse had a comfortable

journey out: I am sorry that we were not able to

do more here to facilitate her journey.
